Mr. Carpio started his career, following a highly respected clerkship with the Hon. Gary I. Strausberg in the Circuit Court for Baltimore City, at the prestigious Collateral Review Division of the Office of the Maryland Public Defender then headed by Stephen D. Harris.
During his tenure at the post-conviction unit, Mr. Carpio quickly earned his spurs by obtaining new trials in several important cases, and handling even a direct appeal in a robbery case that was overturned on post-conviction.
Mastering the post-conviction process and habeas corpus law, was a passion for Mr. Carpio as he quickly earned the respect of his peers and was assigned difficult homicide and felony post-conviction work at the office.
Mr. Carpio has handled numerous post-conviction and habeas corpus cases at the Public Defender’s Office, and later at the Office of the Attorney General’s Office, when Mr. Carpio became an Assistant Attorney General.
Mr. Carpio currently handles select post-conviction matters and appeals in the Circuit Courts and the Maryland and District of Columbia Courts of Appeal. Some of the most notable appeals Mr. Carpio has handled in his career have ended in reported decisions such as United States v. Sgt. Delmar Simpson, Maryland v. Christian, and Rashaun Gee v. United States.
Mr. Carpio has drafted over two hundred appellate briefs, and has argued over forty cases on appeal throughout his career, in addition to his countless post-conviction and habeas corpus work.
